To become the premier state institution in aquaculture, fisheries and marine sciences in Southern Philippines within the MSU System.

To undertake research and development activities on the marine and fishery resources of Southern Philippines for their effective exploitation, development and conservation. To develop and pursue training and extension programs and other such activities that will accelerate and streamline technology transfer in aquaculture, fisheries and allied services. To provide professional and technical training in the field of aquaculture, fisheries, marine sciences and allied disciplines to meet the needs and manpower requirements of the industry.
